while the tests aren't "culturally biased" against blacks, IMO it's really not appropriate to treat a black IQ score the same as a white IQ score for purposes of special ed. low-IQ blacks aren't retarded, they just have low academic ability; they lack the more basic functional deficits that characterize retardedness and are prominent among whites with similar IQ scores. rushton and jensen talked about this.

I took a Stanford-Binet IQ test as a kid and it was all pattern recognition. It does not test any knowledge of words, history, or culture. It tested the ability to recognize a pattern (e.g., three drawings of shapes that shifted in a certain way, asking which way the fourth iteration would shift) because this is a proxy for ability to learn, which is what IQ measures.How can that possibly be culturally biased?
