Making this all up, but my guess is:The visa he normally uses to enter is some sports ball one that has no health exemption. He’s presumably entitled to a different visa then with a health exemption? But Victoria has to sponsor him and they won’t? I don’t know why they would have a medical exemption visa tho if the state can just deny for no reason.
