already had a sophisticated nuclear power industry via eskom (a
state-affiliated power company) and their university system. the deal
with israel in the 1960's allowed both nations to develop their physics
and technology sectors together, and the vela test in the 70's was seen
as a major achievement.
but yes, as actual practical geopolitical tools, nukes are not as useful as they might seem.

Of course, this is absurd and exposes how much nuclear strategy
